2017 SB 119, sponsored by Senator Middleton, proposes eighteen pages of regulations for those who sell, “e-cigarettes” (to include electronic cigarettes, cigarillos, cigars, pipes).
Electronic cigarette shops are small, typically non-franchised businesses. This legislation would require, in part:
- Each county must develop licensing requirements for e-cigarette retailers
- Establish a state e-cigarette license for wholesalers, warehousers, manufacturers
- Potential licensees may be denied licenses if ever convicted of a felony or certain misdemeanors
These new county and state license schemes have many pages of regulations, licenses, fines and would impose a burden on small business and grow government.
